County departments tackle COVID-19 response

County department heads met with county clerk Tina Spencer Tuesday morning and are announcing procedures to limit the spread of the COVID-19 virus at county offices.

“Marion County is committed to protecting the health and well-being of our community and work force,” Spencer said. “We are not closing the courthouse at this time; however, we are taking steps to limit counter access within individual county offices. Many services are available online, or can by handled by phone or by mail, and we highly encourage people to use the alternative service delivery methods as they follow the recommendations to practice social distancing. This is a quickly evolving situation. Please be aware that we may be updating policies and procedures frequently to continue to provide services to the best of our ability.”

The county will limit face-to-face interactions to the extent possible. People entering county buildings might be asked screening questions consistent with public health guidelines. Entrance to the courthouse could be denied.

Children will not be permitted to congregate at the courthouse.

County Treasurer

The driver’s license office will be closed through April 3. Online driver’s license services are available at https://ikan.ks.gov.

Walk-in services for tax payments and tag renewals are being suspended. Tax payments can be mailed to the Marion County Treasurer, 200 S. Third St., Suite 102, Marion, KS 66861 or paid online at www.kansas.gov/propertytax.

Tag renewals can be mailed or handled online at https://ikan.ks.gov. For online services you will need the PIN on the renewal form sent by the state.

County Appraiser

The appraiser’s office is conducting all remaining informal valuation hearings and payment under protest hearings by telephone. The appraiser asks that residents submit their supporting documentation to lreeder@marioncoks.net or by mail to Marion County Appraiser, 200 S. Third St., Suite 2, Marion, KS 66861 at least two days prior to the date and time of the phone appointment.

The county will provide documentation on the value estimate. To search for real property and personal property records, visit the county website, click on departments, then “parcel search public.” Walk-in access to the office will be limited. Call (620) 382-3715 with questions or to make an appointment.

County Attorney

The county attorney’s office will allow access by appointment only except for law enforcement. Please call (620) 382-2243.

Health Department

The health department asks people to call (620) 382-2550 before visiting the office. People who have been sick in the previous 24 hours should not come in. No one should come to the appointment except for the patient and their parent or guardian.

Road and Bridge

In-person services at the business office will be limited. Please call (620) 382-3761 or e-mail road@marioncoks.net. Requests for rock or maintenance concerns should be submitted by phone or e-mail.

Register of Deeds

The register of deeds office is restricting access to its office. Anyone with in-person business that is time sensitive should call (620) 382-2151 or e-mail rod@marioncoks.net to schedule an appointment.

Documents that need to be recorded should be mailed to Marion County Register of Deeds, 200 S. Third St., Suite 105, Marion, KS 66861. Please include name, mailing address, and a daytime phone number. A stamped, postage paid envelope would be helpful. The original document and a check for recording fees should be included. E-mailed or faxed documents cannot be recorded. Standard filing fees are $21 for the first page and $17 for each additional page or part of a page. To be recordable, a document must have the correct grantors, one or more grantees, the correct legal description, and a properly completed notary block. The document needs to have at least a 3” blank square for office use.

Mortgage releases and assignments have a different set of filing fees. It is $17 for the first page and $4 for each additional page or part of a page. When documents are recorded and scanned, the original document and a paid receipt will be mailed.

Clerk’s Office

The clerk’s office is minimizing direct access. The office will be staffed and ready to handle essential functions, but will practice social distancing. Counter access will be limited, and people are encouraged to call or e-mail before coming to the office. Staff will be available to respond to calls at (620) 382-2185 or e-mails at cocolerk@marioncoks.net.

District Court

Marion County District Court will limit the number of people entering courtrooms or hallways. Attorneys representing a party, a party, or a person under subpoena as a witness for a case scheduled for a hearing will be allowed. No one is allowed to enter more than 30 minutes before the time their case is scheduled, nor remain more than 15 minutes after the hearing. There are no jury trials scheduled until May 1. Judge Michael Powers’ recent administrative orders on the COVID-19 outbreak will be posted soon on the county website.

Planning, Zoning,
and Environmental Health

Services will be available by appointment only. Appointments can be made by calling (620) 382-2945 or e-mailing somstead@marioncoks.net.

The public hearing scheduled for March 26 will be rescheduled.

Department on Aging

The department on aging will limit face-to-face services. Transportation services are suspended. For tax preparation, schedule an appointment to drop off tax documents. Homestead returns will be handled by phone. For other information, or to make an appointment, call (620) 382-3580 or e-mail aging@marioncoks.net.

Park and Lake

Marion County Park and Lake will remain open but reservations for group events at shelter houses or the Lake Hall are canceled. No camping reservations or gatherings of more than 10 people will be accepted. For general questions, call (620) 382-3240 or e-mail park@marioncoks.net.

Emergency Medical Services

The Marion County Ambulance office will be closed to walk-in traffic. Staff will respond to e-mails at jshirley@marioncoks.net and answer phones at (620) 382-3271 during business hours or (620) 381-3560 after hours. No visitors will be allowed at any of the ambulance stations.

Extension Office

The extension office will open by appointment only. Staff will be available to respond to e-mails and phone calls. For general questions or to request an appointment, call (620) 382-4215 or e-mail rroberts@ksu.edu.

Noxious Weed/HHW

Household hazardous waste will be accepted by appointment only. Call (620) 381-3888 or e-mail jhousman@marioncoks.net. In-person sale of chemicals is suspended. Chemical sales can be facilitated through cost-share certificates, which can be mailed or e-mailed. Call or e-mail to request a cost-share certificate.

Transfer Station

The transfer station will remain open. Be prepared to drive in and unload your items as usual. Employees will be practicing social distancing.
